Bhrarti Airtel slashes NLD Tariffs

India's number one mobile service provider, Bharti Airtel Ltd, has cut long distance and roaming tariffs, effective from April 30. This is a very significant move by Bharti Airtel which is a truly Integrated Telecom operator in India with services ranging from Cellular telephony to broadband services.

Bharti Airtel said that it wanted to pass the benefits of withdrawing Access Deficit Charges [Operator had to pay to terminate a call on other network, mainly BSNL]. Also Bharti Airtel expects the Minutes of Usage to go higher in NLD/STD and roaming segments.

Vodafone India and Idea Cellular may not be able to respond to the offer immediately because of lack of NLD network. Reliance and BSNL will likely retaliate with competing offers to consumers.

In a separate development, Tata Teleservices, has achieved substantial share in key telecom markets such as Delhi, Kolkata, Rajasthan, Orissa and Bihar, by adding 9.2 lakh subscribers in the month of March.

Mergers + Acquisitions Guidelines

The merger guidelines, in line with TRAI proposals, include 1) Merged entity's share of subs or adjusted gross revenues (AGR) cannot be >40% and 2) Minimum four operators required in a service area post-mergers.

DoT will permit merger of operations only upon completion of 3 years from the effective date of the licenses. For new entrants, this implies a 3-year wait before the merger option becomes available.

Deviating from TRAI's recommendations, the DoT guidelines imply that while there is no cap on merged spectrum, within 3 months from date of approval of the merger by DoT, the licensee (surviving entity) would have to meet the prevailing spectrum allocation criterion (separately for GSM & CDMA technologies) in order to retain the combined spectrum. In other words, the licensee can retain only that amount of spectrum for which it meets the allocation criterion (currently linked to active subscriber base) and surrender "excess" spectrum

Subscriber addtion moving towards 10 million a month ?

GSM sub additions were at ~7.5m in March '08 (including Reliance GSM). India could therefore record its highest ever net monthly additions at ~9.5m (assuming CDMA maintains its monthly run rate of ~2m net adds) as tariff cuts and increased coverage flow through in numbers.

Idea's net adds crossed the 1m mark for the first time ever with even Vodafone Essar with net adds at 1.6m overcoming the headwinds that it had been experiencing in the past 3-4 months. However, the spurt in numbers could also be due to March year end effect which typically is followed by slower additions in April-May.

BSNL with 1.6m net adds (highest during the year) continues to be sporadic. Most of the increase came from 3 circles - Maharashtra, Gujarat and MP, which is a result of capacity upgrades in those circles.

Tata Tele to spin off tower unit + ARPU Declines

Tata Teleservices Maharashtra Ltd said on Thursday its board has approved spinning off its telecom tower infrastructure division to a separate unit. It is likely that the entire Tower Operations of Tata group will be consolidated under one company.

In the Indian wireless segment, the ARPU has declined although the tele density of the wireline and wireless services have touched 272.87 million for the quarter ending December 2007,
the latest report published by TRAI stated.

TRAI has also released recommendations for Mobile Number Portability in India and setting up a neutral third party to handle the porting exercise.

Cartelization Unacceptable + Sistema gets Spectrum

In a major setback to the three big telecom operators - Bharti Airtel, Vodafone Essar and Idea Cellular - anti-monopoly watchdog MRTPC issued "notice of enquiry" against them for allegedly forming a cartel to distort competition. They had collectively raised the prices of NLD calls and SMS messages.


In a major development, the government on Thursday started allocating spectrum to new telecom players, with Shyam-Sistema becoming the first to receive radio frequency for starting CDMA services in various parts of the country. They have been alloted spectrum in thinly populated regions of North-East, Assam and Jammu & Kashmir.

Active Infrastructure Sharing a Reality

The Department of Telecom [DoT] has given its nod for share active infrastructure [like antenna and feeder cables] barring the spectrum. This is likely to lower the network roll-out costs and thus companies can pass on the savings as cheaper tariffs for consumers.

In a separate development, Bharti Airtel today said it has successfully tested 3G applications with various equipment suppliers and is all set to start services as and when the spectrum is allocated.
